Tamarautare (Tam) Brisibe was born in Lagos on the 29th of April 1954 to Late Chief Firminus H.E. Brisibe (AIG rtd) and Chief (Mrs.) Lucy Brisibe.

He started his primary education at Ago-Ijaye Methodist School, Ebute-Metta, Lagos in 1960 moving to Our Lady of Apostle's Private School, Yaba in 1963, finishing there in 1965. He attended St. Gregory's College, Obalende, Lagos; Edo College, Benin, and Government College, Ibadan from January 1966 to June 1974 for his secondary education. He entered the University of Ibadan in September 1974 and graduated with an Honours Degree in Economics in June 1978.

From 1978 to 1986, he did his National Service and worked with Alabi, Bakoh, Ekundare & Co., a firm of Chartered Accountants in Kaduna and Minna. Between 1986 and 2003, he was an Executive Director in Etchie, Brisibe, Barrett & Associates Ltd., management consultants and Managing Director of Dutan Limited, a Logistics Company. In 2003, he contested for and won the seat as the member representing the Burutu Federal Constituency in the house of Representatives and served for two terms before deciding not to run again in 2011.

While in the House, he served on the Committees on Petroleum Resources (Upstream), Petroleum Resources (Downstream),Environment, Women Affairs, Air Force, Peace & Reconciliation, Inteernal Security, Steel, Solid Minerals, Legislative Budgeting and Legislative Compliance. He was at various times the Chairman of the Committee on Petroleum Resources (Upstream) and the Sub-Committees on PPMC and Local Content. His most significant achievement in the House of Representatives was co-sponsoring and midwifing the Nigerian Oil and Gas Industry Content Development Bill, which was signed into law by President Goodluck Jonathan in 2010.

Upon leaving the National Assembly in 2011, he co-founded Tandice-B Solutions Limited, a consultancy on local content in the Oil and Gas Industry and was the Managing Director until June 2015 when he was appointed the Chief of Staff to the current Governor of Delta State, Sen. Dr. Ifeanyi Okowa. A position he is still occupying.

Tam is married with to Dupe Brisibe and they are blessed with two children, Bowei and Tamara.
